Indication of a 7.3 million hectares abandoned land coupled with high inequality of land ownership among people is a strong reason to strengthen the state's role in ordering and utilizing the abandoned land in order to ensure that the land policy is purported to people's welfare and justice. The abandoned land that has already ordered and put under the state's authorization (ex-abandoned land) must be utilized properly. The proper utilization will bring the people (especially the poor) to have a better access to land, optimize the utilization of land, and support more on the development program's goal achievement. Government Regulation no. 11/2010 requested that the ex-abandoned land should be utilized for the people and the state's interest through the following schemes, (1) agrarian reform, (2) state's strategic program, and (3) state's land reserve. This paper will elaborate more on the ex-abandoned land utilization through the above schemes, as well as discuss the benefit that could be optimized and distributed to the people in order to put justice and welfare in their life. | |
