Land granted to and owned by people with the rights provided by UUPA (BAL of Indonesia), are to be used or exploited. Land owned by his given and those rights will not be meaningful if its use is restricted to the ground just as the earth's surface. For any purpose can not but be necessary also use some of the existing body of the earth beneath and above as well as the existing space. Property Rights in Article 20 of the Basic Agrarian Law (BAL) stated that the property is hereditary right, the strongest and fullest that could belong to someone on the ground, with the view of the provision in Article 6 UUPA (any land rights have a social function) and can moved and transferred to other parties.

This study used a comparative descriptive method with qualitative approach. The research was located on Winong Village Pecan District, District of Purworejo, with the sample of this research were the individual /person in which the informant taken is a participant of Certify Program of Land With a pledge certificate UMK ground's Rights.

To find out the improvement of access to capital, the informants taken were 10 participants in 2008 that spread in the village of Winong Kemiri District, District of Purworejo. The sampling technique used is intended sample (purposive sampling). Purposively is how to define the informant based on certain considerations. This is intended to encompass as much
information from various sources and the building and if it is repetition of information, hence the withdrawal of the informant must be stopped. Technique of collecting data used interviews and documents. Technical analysis of the data used is descriptive and qualitative.

Based on the results of research conducted, the benefits of Land Rights Certificate program of Micro and Small Enterprises (MSEs) to increased access to capital in Purworejo as followed: In addition to guaranteed law assurance, certification rights on land through MSEs can be used as collateral to obtain credit, thus increasing business activity which in turn can improve the welfare of the community.
