In general, in the KKPR licensing service there are several problems such as regulations, institutions, human resources, and service systems and work procedures. The use of the Regional Spatial Plan (RTRW) as the basis for issuing the KKPR requires a longer time, so the Detailed Spatial Plan (RDTR) is considered more efficient because business permits can be issued on the same day so that it has an impact on ease of doing business. This study aims to determine the licensing problems of conformity of spatial use activities in Rejang Lebong Regency.
KKPR has the aim of facilitating and accelerating the public to invest and is a solution to the slow pace of investors as business actors to invest. However, in reality in the field KKPR is still considered to have not accelerated licensing activities as a follow-up to the acceleration of the licensing service process.
The results of this study found that there were still a number of problems hindering the process of licensing activities in Rejang Lebong Regency, such as in the PKKPR Undertaking service process, a shortage of manpower in agencies related to PKKPR Undertaking services in Rejang Lebong District, the applicant's lack of understanding of PKKPR Undertakes. As well as there are several proposed solutions to these problems such as delegating authority to issue PKKPR Usaha to DPUPRPKP or DPMPTSP as signing related to PKKPR documents, increasing the number of recruitment of employees who have educational backgrounds according to their needs and conducting training or technical guidance related to PKKPR Usaha, as well Asset valuation at DPMPTSP for business actors must be more thorough.
