Technology is present and developing to facilitate all matters, including in matters of government. The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) has carried out modernization of the bureaucracy by presenting a Computerized Land Office based onweb (KKP-Web). The development of KKP is a foundation for the Ministry of ATR/BPN in implementing land services electronically mainly in the context of carrying out electronic-based land registration.
This paper will explain the digital transformation that has taken place at the Ministry of ATR/BPN to the preparations made by the Ministry of ATR/BPN towards electronic-based land registration. Starting with the issuance of Ministerial Regulation (Permen) ATR/KBPN No. 1/2021, but there were problems so that it could not be realized and various corrective steps were taken by issuing Permen ATR/KBPN No. 3/2023. It was also explained that the KKP-Web become a land registration system that accommodates the need for electronic-based registration and the extent of cross-sectoral collaboration in the framework of preparation for electronic-based land registration.
The research was conducted using qualitative methods. Data tracking is done by interview, observation, and document study Not only that, various secondary data were obtained by the author from sources and searches on the internet media.
The results of the study show that globalization influences the Land Administration System (SAP) for the management and determination of policy directions in the land sector. In line with this, the Ministry of ATR/BPN is preparing electronic land registration using the KKP-Web, but from a formal and material perspective it is not fully in accordance with the applicable regulations. The issuance of these electronic documents originates from media-transferred documents, however, the media-transfer procedures made by the Ministry of ATR/BPN are not fully in accordance with applicable laws and if the implementation of media transfer is not in accordance with applicable laws, it will potentially cause problems in the future. Thus, the Ministry of ATR/BPN is collaborating across related sectors to prepare for the implementation of electronic-based land registration.
The readiness made by the Ministry of ATR/BPN to carry out electronic land registration is still not fully perfect to be realized. It is necessary to review the regulations and systems created by collaborating with cross-sectors, so that later electronic-based land registration can be realized in Indonesia in accordance with applicable laws and does not cause problems in the future.
