The problem of food security is inseparable from the agricultural sector which is the primary need of the world's population. Food security is closely related to the existence of wetland, where wetland changes from time to time. The government made a breakthrough through Presidential Regulation No. 59 of 2019 on controlling the transfer of Paddy Land functions. The form of implementation of the regulation can be seen in Kepmen ATR/Ka BPN No. 1589/SK-HK.02.01/XII/2021 published on December 16, 2021, regarding the determination of protected Paddy Land (LSD) maps in various districts / cities in 8 provinces. This study aims to determine the suitability of protected Paddy Land (LSD) to the raw Paddy Land (LBS) Buleleng regency, determine the suitability of the protected Paddy Land (LSD) to the Spatial Plan (RTRW) Buleleng regency, and determine the resolution of the problem of incompatibility of LSD to RTRW Buleleng regency. The method used in this study is mixed methods with spatial approach which is a quantitative method to produce a map of the suitability of LSD to LBS and RTRW as well as the strategy of resolving the incompatibility of LSD. Analysis of the results of the suitability of LSD to LBS that is, the overall area of the corresponding obtained an area of 8540.03 ha and 301.99 ha is not appropriate. Analysis of the suitability of LSD to RTRW obtained discrepancies in the district of Buleleng with a total area of 1695.39 ha (19.78%) and suitability of 6876.72 (80.22%).
