The implementation of the first land registration in Batam City was carried out according to Government Regulation No. 24/1997 in conjunction with Government Regulation No. 18/2021, which implemented the first land registration sporadically and systematically. Due to the PTSL Acceleration Program, coupled with the existence of two land administration management agencies in Batam City, namely the Batam City Land Office and the Batam Business Entity (BP), the mechanism for systematic land registration through PTSL has changed. This has resulted in a mismatch of physical and juridical data between the two agencies after the issuance of Building Rights Title (SHGB) certificates with records of the Annual Obligatory Money (UWT) Payable, thus causing obstacles to the elimination of UWT Payable carried out at the Batam City Land Office. The purpose of this research is to find out the factors causing discrepancies in physical and juridical data between the Batam City Land Office and the Batam Business Entity (BP), and how to synchronize the data so as to provide solutions to obstacles in the elimination of UWT Payable in SHGB. This research uses descriptive qualitative approach method to describe descriptively from field data of interview results in the form of primary data and document study in the form of secondary data. The results of this study found out the causes of physical and juridical data discrepancies between the Batam City Land Office and the Batam Concession Agency (BP) caused by four factors, namely: Mechanism of physical and juridical data collection; Exchange of information and data; Authority; and External factors from the community. There are discrepancies in physical data in the form of the area and address of the plot and juridical data in the form of the validity period of the SHGB with the KSB Land Allocation Document in KSB Dapur 12 Batam City, which synchronization efforts are carried out by both agencies at the time before the certificate is issued and after the certificate is issued. Meanwhile, the solution provided by the Batam City Land Office to the obstacles in the elimination of outstanding UWT in SHGB is re-measurement, attaching a PM-1 certificate from the village, and the validity period of the SHGB following the validity period of the KSB Land Allocation Document or by making a stamped statement letter for people who want the validity period to continue to follow the SHGB.
