PT Mangli Dian Perkasa, located in Puncu Village, Puncu District, Kediri Regency, is a company engaged in the plantation sector with the status of Cultivation Rights Title which expires on December 31, 2020. With the expiration of the land ownership status of PT Mangli Dian Perkasa, the company must release 20% of its land area to be given to plasma farmers, in accordance with Presidential Regulation Number 86 of 2018 concerning Agrarian Reform, especially Article 7, it is stated that HGU holders who have expired are required to release 20% of their land to be returned to the state, then Land Redistribution will be carried out, however, in its implementation there are obstacles. The purpose of this research is to find out the beginning of the conflict between PT Mangli Dian Perkasa with former employees and the community, find out the role and solutions carried out by the Kediri District Land Office. The research method used is empirical and qualitative juridical research methods with a descriptive approach. The results of this study are 1) the beginning of the conflict between PT Mangli Dian Perkasa with former employees and the community. 2) the role and solutions carried out by the Kediri District Land Office in the implementation of conflict resolution.
