The practice of implementing PTSL in Indonesia cannot be separated from the problems. The latest problem that has arisen in implementing PTSL activities is the directive to stop the issuance of land rights that are included in PIPPIB. The Land Office of Siak Regency is one of the Land Offices in Riau Province that has received the impact of this policy.
The purpose of this study was to determine the implementation of PTSL in peat areas, inconsistencies between the PTSL policy and the policy to stop the issuance of new permits, and to provide recommendations for PTSL policies on areas within the PIPPIB. The method used in this research is descriptive qualitative method with normative and spatial juridical approaches.
The results of research at the Siak Regency Land Office showed that as many as 634 PTSL lands in 2020 were included in the PIPPIB. The inconsistency between the policy to stop the issuance of new licenses and the PTSL policy occurred because the policy to stop the issuance of new permits hampered the purpose of implementing PTSL. The formulation of policies to respond to the policy inconsistencies that occurred are as follows: (1) Revoke the Secretary General's letter Number TU.01.02 / 1717-100 / X / 2019; (2) Issue policies related to the implementation of PTSL in PIPPIB; (3) To coordinate between related parties, in order to support the smooth implementation of policies that have been issued.
