The development of science and technology requires the Ministry of Agrarian Affairs and Spatial Planning / National Land Agency (ATR/BPN) to improve public services, especially public services in the form of electronic services, so that in 2019 the ATR / BPN Ministry will launch an electronically integrated mortgage (HT-el) to accommodate one of the services namely mortgage rights. HT-el is expected to provide effective, efficient and transparent services. This study aims to know the implementation of HT-el registration at the Pekanbaru City Land Office. This study uses qualitative research methods by prioritizing interviews with PPAT, Banks as creditors and the Land Office in obtaining data. The results of the study showed that the registration of hT-el at the Pekanbaru City Land Office was not entirely run according to procedure. The problems of account registration, technical registration and data validation are the biggest obstacles in registering mortgage rights with the e-el system at the Pekanbaru City Land Office. Some things that must be considered are the need for a smoother system improvement, information dissemination and evaluation to HT-el users, and data validation at the Pekanbaru City Land Office needs to be increased to 100% to support HT-el services and other electronic services in the future.
