Equitable development is expected to realize economic equality throughout the territory of the Republic of Indonesia. Development, in fact, always requires land. Provision of land for public use is carried out through land acquisition activities. One example of land acquisition activities is the construction of the Karian Dam in Lebak Regency. The Karian Dam land acquisition has been started since 2007. However, until 2020 land acquisition has not yet been completed. The Karian Dam land acquisition planning document was compiled in 2016. One of the problems that caused the decline in the time of Karian Dam land acquisition may have been caused by the 2016 Karian Dam Land acquisition planning document that was compiled not in accordance with the Laws and Regulations. Therefore, this study examines the suitability of the DPPT with Law Number 2 of 2012 concerning land acquisition and government regulations Number 37 of 2010 concerning Dams.
The purpose of this research is to: (1) identify the parties involved in the preparation of the 2016 Karian Dam Land acquisition planning document; (2) knowing the ideal evaluation criteria of Land acquisition planning document from Law Number 2 of 2012 and government regulations Number 37 of 2010; and (3) evaluating the suitability of the 2016 Karian Dam Land acquisition planning document with established criteria.
The results of this study are: (1) agencies involved in the preparation of the 2016 Karian Dam land acquisition planning document include BBWSC-3, BPN District of Lebak Regency, BAPPEDA of Banten Province, DLHK of Banten Province, Banten Province BLHD, sub-district government units and village governments where Karian Dam construction sites are located. ; (2) 73 evaluation criteria are stipulated from Law Number 2 of 2012 and government regulations Number 37 of 2010 as evaluation material; (3) 14 criteria were generated and 59 criteria were not suitable from the results of the evaluation between Land acquisition planning document Karian Dam in 2016 with 73 criteria set.
