The big challenge for the whole Land Offices in Indonesia is the increasing target of complete systematic land registration (PTSL) and the Inventory task of Control, Ownership, Use and Utilization Land (IP4T) of 10 million hectares as a means of obtaining objects for Agrarian Reform. Therefore, the Head of the Madiun Land Office thought about land innovation through utilizing Participatory IP4T activities. This Participatory IP4T is a pilot project which will be implemented in
the whole Land Offices in Indonesia. This study aims to know the suitability of implementing Participatory IP4T stages in 3 villages against the Madiun Regency Government's Participatory IP4T Implementation Guidelines in 2018 and to determine the quality of the results of Participatory IP4T in Madiun Regency based on quality standards, accuration, completeness, updated, consistency, and relevance and refer to applicable regulations. The method used in this research is a qualitative
method with a descriptive approach.
Data were collected through informants interviews, observations at the Village Office and Land Office, and document studies. The results of this study were that most of the stages of implementing Participatory IP4T in 3 villages were suitable with the Implementation Guidelines and the Participatory IP4T result data the quality was included in the category of 'Quality'.
