A total of 42 Land Offices in 20 Provinces throughout Indonesia have been designated as Pilot Project Locations for HT-el services, one of which is the Badung Regency Land Office, which is listed as the first HT-el Certificate issuer in Indonesia. The success of the Badung Regency Land Office in issuing the first HT-el Certificate in Indonesia is inseparable from the support of the Creditors and PPAT as the main users of HT-el Services. In an online-based service system all HT-el activities are implemented starting from validation and verification of service user data (Creditor and PPAT), registration process to issuance of HT-el Certificate. Creditors and PPAT as the main users are important instruments in providing an overview of HT-el service quality. The purpose of this research is to (1) find out the mechanism of HT-el service in the Badung Regency Land Office; (2) knowing the perceptions of service users (creditors and PPAT) on the quality of HT-el services; (3) formulating HT-el service development strategies. The research method used is qualitative with a descriptive approach. This method is used to describe the mechanism and perceptions of HT-el service users at the Badung Regency Land Office. Data collection was carried out through interviews, observation and document study. The result of this research is the assessment of HT-el Service Users (Creditors and PPAT) which is measured using the e-Govqual Method, which illustrates that the quality of HT-e services at the Land Office of Badung Regency is very good, this is evidenced by a positive response to the End Of Use, Trust, Realibilty, Citizen Support, Content and Appreance of Information, Functionality of the Interactiom Enviroment.
