There are so many cases of land conflicts, especially in the control of Cultivation Rights Title land that have broad implications for the society. Society needs land to manage but on the other hand the company tries to maintain what they think is theirs. In here the role of the ATR / BPN Ministry is needed in order to become a key in resolving conflicts that occurs. The purpose of this study are to explain the causes of land tenure conflicts over Cultivation Rights Title land between the society and the company and explain the role of the ATR / BPN ministry in resolving conflicts and creating typologies of conflict resolution. The method used in this study was a qualitative method with a descriptive and comparative approach. This study also used purposive sampling information determination techniques to collect the data.
The results showed the factors of causing conflict were (1) interaction of both sides, (2) society needs land, (3) the less company contribution, (4) The issuance of conditional cultivation rights title and the fail of changing compensation process. The roles of the North Bengkulu Regency Land Office were: (1) Being a mediator of conflict resolution (2) Delaying the process of extending Cultivation Rights Title and redistributing land in the context of agrarian reform.
There were 3 typologies of conflict resolution : (1) delaying / quelling conflicts with avoiding management. (2) becoming a bridge to find out the solution that is accepted by both sides (compromise management). (3) providing understanding, delaying the extension process until what the community and company want is completed (accommodation management and collaboration).
