The mechanism for administering customary land in Article 5 paragraph (2) Regulation of the Minister of Agrarian Affairs and Spatial Planning / Head of the National Land Agency Number 18 of 2019 concerning Procedures for Administering Ulayat Land. Customary Law Community Units is based on the recognition and protection of Customary Law Community units in the obtain legal
certainty framework. So that the ulayat land to be recognized and protected, first customary law communities must be recognized and stipulated by the regent / mayor by the regional head decree. This study uses a descriptive qualitative method to examine the patterns of land tenure by customary law communities and the implementation of land redistribution in Manggarai Regency.
Customary Law Community Units and customary rights in Manggarai Regency still exist, but the strength of their ulayat rights tends to weaken.
The results showed that there are both internal and external factors that cause the ulayat rights power in Manggarai Regency tend to weaken. These factors have resulted in the strengthening of individual rights over customary land. In addition,
there is no de jure stipulation of recognition and protection of the Customary Law Community unit by the head of the local area. In order to provide legal certainty for agricultural land (Lingko) which have been controlled by the community
individually, the Manggarai Regency Land Office carries out land redistribution activities through the relinquishing control mechanism of customary land rights by tribal leaders so that it becomes state land to be confirmed as Landreform
Object Land in Golo Mendo Village, Wae Rii District, Manggarai Regency.
