One of the most intensive infrastructure developments undertaken by the government is the construction of toll roads. In an effort to expedite the construction of the toll road, the government requires a fairly large area of land from the community. The government has the authority to obtain land from landowners by means of land acquisition. The land acquisition is preceded by the preparation of planning documents by the agency that requires land, then the preparation stage by the governor for the determination of the location, then the implementation of the land acquisition and ends with the delivery of the results.
The implementation of land acquisition for the Tebing Tinggi-Pematangsiantar toll road section encountered an obstacle in which Paya Bagas Village could not be compensated because the village was not included in the location determination. The purpose of this research is to find out the availability of data in planning documents as well as knowing their use and evaluating the use of these planning documents. This research uses descriptive qualitative method. The results of this study indicate that the planning documents compiled by agencies that require land are not fully utilized as a reference in the preparation stage. Tebing Tinggi-Pematangsiantar toll road planning document has been prepared well but there are still additional villages in the implementation of land acquisition.
