The Economic growth in line with service modernization requires the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) to complete work quickly, accurately and effectively. Digital and integrated transformation is required to improve service quality. Concretely, this has been realized through electronically integrated Mortgage Rights (HT-el) services. Batam City Land Office as one of the pilot projects has been running HT-el services since September 2019. Therefore, this study describes the implementation of HT-el at the Batam City Land Office.
The purpose of this study was to determine the suitability implementation of HT-el in the Batam City Land Office to the ATR/BPN Ministry Regulation Number 5 of 2020, so that the obstacles encountered in the implementation of HT-el services and efforts to overcome them. This study uses a qualitative method with a descriptive approach, to describe the implementation of HT-el services.
The results of this study are the implementation of HT-el in the Batam City Land Office has been carried out fulfilling HT-el service stages starting from preparation, implementation and evaluation, so that the implementation of HT-el in the Batam City Land Office is in accordance with the ATR/BPN Ministry Regulation Number 5 of 2020. Constraints faced and efforts to overcome them are: (1) disruption of the HT-el system; (2) does not include debtors with different guarantors; (3) errors in HT ranking data; and (4) the file was canceled because it did not meet the requirements.
