Infrastructure development through land acquisition is one of the government's strategic plans, one of which is the construction of the Adi Soemarmo Airport-Solo Balapan Station Railway, to improve accessibility and integration of intermodal transportation. A good land acquisition must begin with the preparation of planning documents that valid, accurate, and accountable so that each stage of procurement goes well.
The Ministry of Transportation is targeting that the airport train can operate in 2018, but the fact is that on December 29, 2019, it has just been inaugurated and started operating. This study wants to know the quality of land acquisition planning documents for the construction of the Adi Soemarmo-Solo Balapan Airport access railroad from the perspective of 9 aspects of the planning documents according to Law No. 2 of 2012 concerning Land Acquisition for Public Interest and the time of implementing the land acquisition of the railroad track.
The results of the study concluded that the planning documents for the land acquisition of the Adi Soemarmo Airport-Solo Balapan Station Railway were considered to be in accordance with the 9 aspects of the planning documents contained in Law Number 2 of 2012 but were not appropriate in completion time with estimated time stated in the planning document.
