National Development is the goal of the Indonesian nation which is implied
in the preamble of the 1945 Republic of Indonesia Constitution the fourth
paragraph. The manifestation of this accelerated development is the Trans
Sumatra Toll Road. Building an infrastructure such as a toll road certainly
requires land as the basic capital for development. The government bridges
development interests and communities through land acquisition as regulated in
Law Number 2 of 2012 concerning Land Acquisition for Development in the
Public Interest.
The consequence of taking the land rights is compensation for the entitled
c`ommunity as replacement of land value, including the objects above land.
However the compensation cannot replace the loss of land as a source of
livelihood as happened to the entitled community in Serdang Village.
This study aims to determine the livelihood conditions of the entitled
community in Serdang Village after the Trans Sumatra Toll Road land
acquisition.
This study used a qualitative method with a descriptive approach.
Data were collected by interview, field observation and document study. The
results of this study are (1) the tendencity of informants using compensation
money for consumptive purposes such as house repairs, vehicle purchases and hajj
/ umroh registrations,(2)the increased of five livelihood assets and (3) the impact
of livelihood assets changes on achievement of livelihood outcomes .
