ABSTRAK
Perfect land registration is a noble goal since the birth of BAL in 1960.
Realizing all the land that has been issued rights to the land mapped well and there is certainty of the object is guaranteed. Unsure the certainty of land plots with some examples of which there are still many land plots not yet registered, overlapping areas of land and many plots of land that have been issued rights have not been mapped. If this phenomenon is left without any concrete steps to improve the ideals of perfect land registration will be difficult to achieve. Based an this, the purpose of this study is to (1) find out the Land Office's strategy to obtain villages with perfect land registration through PTSL; (2) to know the spatial data improvement arising from PTSL able to support the realization of perfect land registration.

The research method used is descriptive qualitative research. This
method is taken aiming to photograph facts in the field related to PTSL activities. This research is intended to describe the strategy of realizing the perfect Land Registry through the program of Complete Systematic Land Registry and the effort to improve spatial data in the Land Office.

Based on the results of the research it is known that the strategy of the
Land Office of Kab. Gresik obtained villages with perfect land registration through PTSL namely: (1) external aspects, (2) internal aspects. External efforts are conducted in cooperation with other agencies in land registration activities. Internal effort by maximizing spatial database improvement through KKP. , Improvement of spatial data in Gresik Regency Land Office has been done, but in obtaining village with perfect land registration can not be fulfilled.
