ABSTRACT The availability of a 1: 1000 scale base map owned by Directorate General of Agrarian Infrastructure Ministry of Agrarian and Spatial Affairs/National Land Office (Ministry of ATR/BPN) is 0.9% of the non-forest area. The target of land registration in Indonesia amounts to � 127 million parcels of land outside the forest area, only + 47 million parcels of land already registered. Ministry of ATR / BPN need to accelerate in making registration base map and measurement using photogrammetric method with Unmanned Aerial Vehicle (UAV). The purpose of this research is 1) to know mapping with UAV on topographic variation for making land registration base map, 2) to know whether the result of measurement accuracy of ground plane with UAV on different topography fulfill the technical requirement of PMNA / KBPN Number 3 Year 1997. The Research method used is experimental method with quantitative approach. The research was conducted on different topography, by putting the same Ground Control Point (GCP) and the same Independent Check Point (ICP) and taking 10 land parcel samples in each topography. The study examined the accuracy of position, length and area of land Parcels sample by comparing terrestrial and photogrammetric measurements. The data were analyzed using tolerance test based on PMNA /KBPN Number 3 of 1997. Based on the analysis it is known that, the result of photography map with DJI Phantom 3 Pro Quadcopter UAV can be used for making the registration base map on flat or sloping topography. The length and the area of the shooting Result with the UAV can be used for measuring land Parcel on flat or sloping topography. Keywords: Photogrammetric, UAV, Topography |
