The decline of public trust in the concept of land consolidation (LC) is a central issue that becomes LC problem in Indonesia no exepction in Umbulharjo Village and Kepuharjo Village, Sleman District, Daerah Istimewa Yogyakarta Province. In this case, the people use LC just as land administration. It is proved by the absence of road construction although the road agency has been provided in the implementation of LC. Ironically,the budget allocated for LC is more higher than just land administration programs. The purpose of this research is to know the consistency implementation concept of LC in Cangkringan Districts as an effort of land arrangement to restore the damage of post-eruption area of Mount Merapi, and to know the perceived benefit of LC for the society and for tourism development in Merapi Slope.
The method used in this research namely qualitative research method. Through qualitative research method, the researcher screened information and collected data by using questionnaire, interview, observation and documentary study. Data obtained was then analyzed qualitatively with referring the variables and indicators for later performed classification, categorization, and signification thus it can be useful information and could answer the research questions.
The result of this research show the implementation of LC in Umbulharjo Village and Kepuharjo Village Cangkringan Districts has been consistent as an effort to manage land for the post-eruption restoration of Mount Merapi in 2010. It is proved by LC implementation that lead to post-reconstruction Disaster in Disaster Prone Area III Merapi, although there are still shortcomings in the implementation, namely no infrastructure development such as road by the local government especially in agricultural areas. This is due to the limitation of infrastructure development based on article 6 of Sleman Regent Regulation No. 20/2011 about Merapi Volcano?s Area and article 79 of Sleman District Regulation No. 12/2012 about Spatial Planning in Sleman Regency (2011-2031). The road infratsructure in agricultural areas, it is carried out by the community independently. The benefits received by the public, namely in terms of the environment and law are environtment was organized and minimized conflict about plot baoundaries, in economic terms the value of parcel to be increased and can meet the needs of the economy, and tourism terms, the widening of the road (accessibility) to support tourism, especially vulcano tour.
