One Map Policy is the strategic course to fulfill the whole map based to one geospatial reference, one standard, one database and one geoportal. However, the two geospatial information institutions, namely Ministry of ATR / BPN and BIG have different frame of references. The Ministry of ATR / BPN uses KDKN and JRSP as the reference frame, while the BIG uses INACORS. The difference allows the different geospatial coordinates result in positioning. Therefore, this research aims to determine: 1) the value and the lateral shift direction of TDT orde 4 in JRSP and INACORS against KDKN, and INACORS against JRSP in the village Palbapang, 2) whether the differences of the TDT orde 4 coordinates in the KDKN, JRSP, and INACORS frame in Palbapang village were significant or not, and 3) the most suitable coordinate transformation to be used in Palbapang village. The research method was comparative experiment employing quantitative approach. The research figured the value and direction shifts as well as to test the results of TDT�s different coordinates of TDT in the reference frame of KDKN to JRSP, KDKN to INACORS, and JRSP to INACORS. Subsequently, the researcher conducted a coordinate transformation using Helmert and Affine methods. The suitable transformation method was selected by the smallest value of posteriori variance. Based on the research results and analysis, found that: 1) the average of lateral shift coordinates of TDT in: a) JRSP against KDKN is 0.916 m to the northeast, b) INACORS against KDKN is 0.922 m to the northeast, c) INACORS against JRSP is 0,021 m towards the northeast, northwest, southwest, southeast, and west; 2) the results of the t test with significance level of 5% obtained that the differences of TDT coordinates in a) KDKN with JRSP is significantly different, b) KDKN with INACORS significantly different, c) JRSP with INACORS are not significantly different; 3) the suitable coordinate transformation are: a) from KDKN to JRSP is Helmert, b) KDKN to INACORS is Helmert, and c) JRSP to INACORS is Affine. Therefore, the Ministry of ATR / BPN needs to transform the entire TDT, map, plot and details which the coordinates are still tied to KDKN to JRSP or INACORS and does not need to perform the transformation of JRSP into INACORS, because the results of this study shows the both coordinates do not have any significant differences. In addition it is necessary to be officially published in the Ministry of ATR / BPN that JRSP has been included in SRGI 2013. This is important in order not to raise any hesitancy of the JRSP users who are involved in making one single reference, standard, database, and geoportal in the implementation of geospatial information.
