Land Office of South Tangerang City applies Land Value Zone (ZNT) Map policy in context of transfer of rights application, rights extension and rights renewal. Application of ZNT Map in those activities can be directly held and easy to accept by the community of South Tangerang City. Land Office of South Tangerang City carries out the policy based on Circular Letter from Head of National Land Agency Number: 2/SE-100/I/2015 regarding Evaluation of Thematic Mapping and Land Value Service. The aims of this research are to learn implementation of ZNT map at Land Office of South Tangerang City and to discover constraints encountered during the implementation of ZNT Map at Land Office of South Tangerang City.
This research used qualitative research method with phenomenology approach, namely by describing the implementation of ZNT Map at Land Office of South Tangerang City in term of services such as transfer of rights registration, registration of Decree of transfer of rights, and rights renewal so it can be discovered the constraints during the implementation of ZNT Map. This research conducted interviews to implementers of ZNT Map implementation and South Tangerang City community.
Result obtained in this research is during the implementation of ZNT Map requires a good communication from the policy maker, policy implementer and policy receiver. Beside a good communication a good human resource is also needed in the implementation of ZNT Map, namely officers directly appointed by Head of Land Office of South Tangerang City. Implementers and society who have understood the implementation of ZNT Map do not have any difficulties during the implementation. Last factor is a good bureaucracy structure is also determinant factor of successfulness of ZNT Map implementation, so all Land Office of South Tangerang City officers must support the policies. However, there are still terms causing the implementation can not run smoothly, namely the purpose that has been set sometimes it is not clear and the implementation guidelines are not consistent.
Contribution of this research result is aimed to measurement and mapping survey section and Land Rights and Land Registration Section, because the implementation of ZNT Map in service of transfer of rights, decree extension and rights renewal at Land Office of South Tangerang City.
