Subak as a traditional organization in the field of water control in Bali has a role in controlling the change of land use. The purposes of this research are to know the characteristics of change of land use (type, area, distribution and pattern) that occurs and the role of Subak in controlling change the use of agricultural land into non-agriculture in the sub-district of Kediri district of Tabanan.
This research was conducted in the sub-district of Kediri district of Tabanan. The method used was the descriptive method with the qualitative approach. Data were collected through interviews, document studies and field observations. The analysis technique used was the technique of overlaying to determine the type and wide area of changes in land use, nearest neighbor analysis (Continum Nearest Neighbor) to determine the distribution of land use changes, and qualitative analysis technique to determine the role of Subak in controlling the change of use of agricultural land into non-agricultural.
The results of research showed that the amount of area which changes in the use of agricultural land into non-agricultural in sub-district of Kediri in 2009 up to 2015 was 248.43 Ha or 4.63% of total area of the sub-district of Kediri. Many agricultural lands changed into settlements (villages and housing), ground services, warehousing and industry. The pattern of land use change was linear following the pattern of the road network. The role of Subak as a social institution in controlling the change of land use can be seen in the form of awig-awig or perarem. The role of Subak as a farmer organization was its involvement in the arrangement of spatial planning and the permission from the Subak (pekaseh) if there are those who will change the use of agricultural land into non-agricultural.
The role of Subak as a social system can be seen in form of utilization of natural resources wisely and judiciously (the local wisdom). Controlling of the change of land use which was based on community participation like Subak can be put forward. The results of this research can be used among others as a substance in the arrangement of the Balance Land Stewardship and as an input for the Government of Tabanan District in the making of policy in the field of regional planning and the permissions of the change of land use.
