Land Office of Musirawas District carries out GIM activities, due to there are many data in the office particularly maps in local coordinate. The implementation of GIM is based on Decree of Head of Land Office of Musirawas Number: 46/100.2/VI/2012, in which this activities are carried out in conjunction with data maintenance activity which is certificate checking. Double certificate case is one of factors causing the implementation of GIM in Land Office of Musirawas District. This occurred due to most of land does not have a fixed coordinate. This research was carried out in b Srikaton Village Tugumulyo Sub District because most of the land in the village has been registered. The objectives of this research are to learn the process of GIM implementation and its benefit as well as to discover the obstacles in GIM implementation.
This research was carried out by using descriptive method with qualitative approach by performing interviews to parties involved in GIM implementation so this research could describe the implementation of GIM activities in Land Office of Musirawas District, constraints encountered and efforts to cope with it during the implementation of GIM. Researcher performed interviews to parties who directly involved in the implementation of GIM.
Result obtained in this research was the implementation of GIM in Land Office of Musirawas District was held based on Technical Guidance of PMNA/KaBPN Number 3 Year 1997 stating that Basic Map containing mapping of the land that has been registered its rights should be made in form of Graphical Index Map, meanwhile in its implementation there were several processes that did not conform to actual stage, namely during plotting of the land in Land Office of Musirawas District was only using Measurement Certificate Data. This research obtained an information that the implementation of GIM providing benefits in form of increasing percentage of spatial data quality at GeoKKP system and minimizing the issuance of double certificate. The implementation of GIM activities was found several constraints namely difficulties in determination of position on the map and there were differences of land area during plotting of the land to Registration Map. Main constraint was there was no fund incurred during the implementation of the GIM, lack of awareness of the GIM officers as well as difficulties in archives collection.
This research provides contribution to Land Office of Musirawas District, specifically Land Measurement and Mapping Section, and Land Rights and Land Registration Section, that the implementation of GIM activities should continue to be conducted to minimize the issuance of double certificate in Musirawas District.
