Acceleration of national development priorities of the current government.
One of the acceleration of national development is the implementation of road
development Gorr in Gorontalo district, which is part of the construction of roads GORR in Gorontalo Province. GORR development is intended to address traffic congestion and facilitate the flow of goods and services in Gorontalo Province.
GORR development implementation is done through the process of land acquisition is implemented after issuance of the Decree of the Governor of Gorontalo Location Determination Number. 307 / I / VIII / 2013. GORR strived road development was completed in 2017 and for the location of the study authors themselves largely the implementation phase has been completed. This study was
conducted to determine the obstacles and problems in land acquisition for the construction of roads GORR, and to look for the efforts and steps taken by the parties concerned.
This research uses descriptive qualitative method that aims to explain and describe with words written about the stages in the procurement of land for construction of roads GORR It is also used to determine the efforts and steps taken by the Land Procurement Committee (LPC) in the face of obstacles and problems that occur with interview techniques, documentation and study of literature.
Barriers that occur in the procurement of land for the construction of roads in general GORR has a similar pattern to the barriers found in other land acquisition activities. The bottleneck that occurs is still a society that has not been
willing to release their land, the high demand for compensation, difficulty in obtaining replacement land, Task A task execution time is limited, the lack of evidence of ownership and the parties entitled to refuse the form of compensation.
Efforts are being made to resolve these obstacles is to provide an explanation back and approach pesrsuasif to society, government agency requiring the land and LPC involve Village Chief and Head for an approach to the community and
deliberations again, the implementation of land acquisition is continued pending the availability of damages in the form of replacement land, A Task Force make every effort to do its work, the Task Force and help the completeness of the
evidence and LPC make an introduction to those who need land to replace those losses deposited in court.
It is concluded that the whole process of land acquisition for the construction of roads GORR has generally been conducted in accordance with the procedure under the Act Number 12 of 2012, except for the implementation of the compensation land village cash that has not been given compensation and term of the judge's decision the District Court exceeded proper time.
