The making and use of single system registration map at Land Office of Surabaya I City was based on consideration of the existence of various types of maps, many overlaps of land ownership and double certificate, and the importance of data and geographical information management using a spatial-based information system, which can be comprehended by using Action Theory. The objectives of this research are to analyze the implementation of action theory in the creation and use of single system registration map at Land Office of Surabaya I City. Type of research was qualitative research with rationalistic approach. Data
was analyzed by describing result of in-depth interview on subjects or informants who was selected by using snowball sampling technic.
Result of the research indicated that the creation and use of single system registration map at Land Office of Surabaya I City were born of personal concern of officer as an effort to address leader instruction and the needs on single system
registration map and external influence in form of applied policies. The aim and objectives were to avoid overlapping which potentially inflicting land issues, land service acceleration and land administration order. The means and technics used
were by integrating registration map into single system, with field checking/Map Geometry (flow-up) procedure, check-plot, Land Book upgrade, and creating analog (hardcopy) and digital (softcopy) single system map. Software used was Auto CAD, measuring meter tools, GNSS CORS, GPS MAP76cc (GARMIN), total station, high specification computer, scanner, human resources, the creation
budget was from State Budget (APBN-BPN) Center and the use was from List of Budget Implementation (DIPA). Constraints encountered were many maps were not updated, damaged maps due to age or lost, many information in analog map were not integrated to digital map, wrong administration, position of Map geometry, lack of Human Resources and lack of budget. Assessment and
evaluation are always conducted on its implementation that has been reached 86,43% by undertaking updating and upgrading sustainably. The making and use was based on PMNA/KBPN Regulation No. 3 Year 1997 regarding Land Registration Article 19, DXF Spatial Data Structure Standard, Presidential Decree Number 34 Year 2003 Article 1 number 3, with principle of effectiveness moral as well as made and use properly, precisely and beautifully.
It is expected that the land institutions specifically Land Office of Surabaya I City is able to seek policy in maintaining and improving HR quality through seminars, workshops, education and training continuously and can pursue availability of standard regulation as standard reference that can embrace all aspects concerning single system registration map in order it can provide benefits for community and Ministry of ATR/BPN RI.
