An area development in urban outskirt is an unavoidable phenomenon. Pekanbaru is a currently developing city. Economic progress becomes main concern of the Government of the City. As a metropolitan city which its main revenue is derived from trading and services, Pekanbaru city becomes first choice for community from local and outside area to seek a better life. The influence of
quite large number of society affects the amount of land use as a place to make a living. Land availability in the center of Pekanbaru City which is insufficient become main reasons for the society to manage land in the urban outskirt such as in Bukit Raya, Marpoyan damai and Tampan Sub Districts by directly occupy, own, and utilize it.
The emergence of the use of new land in those three sub districts indicates that there has been occurred a phenomenon of the change of land use. To maintain urban quality, it needs to be conducted a study on conformity of the change of land use to Spatial Plan of Pekanbaru City. As an effort to control the utilization of the space, Land Office of Pekanbaru City has prepared a Land Use Balance (NPGT) which containing land information regarding balance of land availability and the needs of land tenure, use, ownership, and utilization according to the area function of Spatial Plan (RTRW). The objectives of the research with title �Land Use Balance in Controlling the Space Utilization (a Study in Pekanbaru City Province of Riau) were (1) to learn the conformity of the change of land use in 2012-2015 to Spatial Plan of Pekanbaru City Year 1993, (2) to learn effectiveness of Land Use Balance in controlling space utilization in Pekanbaru City. Data collection technic used was documentary study, interviews technic and observation. Meanwhile data analysis technics used were analysis on the change of land use, analysis on conformity of
the change of land use to Spatial Plan and analysis on Land Use Balance in controlling space utilization.
Result of the research indicated that in those three sub districts there was a conformity of land use to RTRW of Pekanbaru City in 1993 so it suggested that the Land Use Balance in 2012 that has been drafted was not effective to be used in controlling space utilization of Pekanbaru City. This NPGT was an integrated information media containing spatial and land planning data aspect so it was expected that it can be used to control spatial utilization by all parties, such as business entities, Governmental institutions or privates.
