The development of information technology in the Ministry of Agricultural and Spatial Planning / National Land Agency is considered as good enough. It is proved by the application of Computerized Land Office (NOA) webbased the so-called KKPweb. Applications of KKPweb set the database management system of land consisting of spatial database and textual database
that worked inter-connected with each other. But in fact, the district land office of Sidoarjo imbalance occurs in particular number of spatial database with textual database, where the number of textual database is more than the number of spatial database. This imbalance motivated many plots of land that have not registered yet digitized and use the coordinate National system (TM-30).
The purpose of this study is (a) to examine the implementation of GIM in order Improving spatial database of land especially on each image registered hovering plot or do not have the coordinates of the TM-30; (b) to determine the constraints on the implementation of the GIM in order to improve spatial database of land; (c) to find out the solution of the implementation of the GIM in order to improve spatial database of land.
The method used is descriptive method with qualitative approach. This study focuses on the implementation of the GIM, implementation constraints and solutions to obstacles encountered in the implementation of GIM in order to improve spatial database of land. Activities undertaken by the outline is done there are two (2) main things: (1) the construction of spatial database with the activities of digitizing land parcels registered using the application AutoCAD Map 3D 2012 in particular areas of land not yet have a geometrical form, and continued with the implementation of the GIM in field, (2) the mapping of uncharted land on the Map Registration KKPweb application in accordance with the results of the GIM thereby building a database of land quality number 1 (KW1).
This research is useful for the Ministry of Agrarian And Spatial / National Land Agency, in particular the land office,to create land information system with the quality of the database of land quality number 1 (KW 1), the establishment of a single map that has been integrated in map KKPweb registration applications, and the realization of excellent service to the community in terms of land information associated with spatial data of land.
