Mud disaster that occurred in Sidoarjo result in the loss of community rights over land ownership. In the process of compensation to the affected communities made easy with the proof of land ownership that have legal certainty in the form of
certificates. This study aims to determine the public perception of land certification in the village of Kalitengah which is close to the area of Sidoarjo mud disaster and to know the effort that has been made by the District Land Office Sidoarjo to
increase public interest in the land certification of Kalitengah village.
The method used is a method of qualitative research, with data collection through interviews with people in the village Kalitengah and through documentation or collect data from Sidoarjo District Land Office, Kalitengah Village Office and the Office of National Statistics Agency Sidoarjo. Data analysis was performed by grouping data from interviews in the form of age, dependents, the number of land parcels, vast areas of land, education, knowledge of the certificate, occupation, income and distance of the owned parcel to the center of the mudflow, which then formulated a statement from each of the categories of data to draw conclusions from the research conducted.
The results showed age, dependents, the number of land parcels, surface area, education, employment, income and distance to the central plot mudflow has no relationship to the people's desire to certificate areas of land. The desire of the community because the community knowledge about the certificate. This public knowledge gained from the experience of the presence of mud disaster, the public became aware of the importance of evidence of ownership of the plot. The difference with previous studies conducted by Suharno and Patrick adlay A Ekel and research by Nine Eleginia Setiawan, public knowledge for certification spot of
soil is influenced by elements of education and the life of the community. The efforts made by the District Land Office Sidoarjo to increase public interest mensertipikatkan land is Bulk Self Certification program (SMS) in 2010 and one day service in 2013.
The contribution of this research for the Ministry of Agricultural and Spatial Planning / National Land Agency is to determine the public perception of land certification in the Kalitengah village, in recognition of the public perception of land certification expected to be used as consideration in Subsections Empowerment Land Rights Society in the implementation of the program of activities legalization of assets.
