Applications of P3MB object in Surabaya have not improved, moreover there still a purchase applications of P3MB object unresolved in 2016. Based on data from 2007 to 2016, the number of applications unresolved P3MB object is 17 request of 40 plaintiffs in the year. BPN Regional Office of East Java Province as an intermediary in the purchase of the object P3MB arrangement between the applicant with the Ministry of ATR / BPN is located in the city of Surabaya but the applications of P3MB object in Surabaya has yet to be resolved. The purpose of this study was to examine the effectiveness of the law P3MB object mainly related to the time period and the priority applicant is entitled to buy the P3MB object and to determine obstacles in the certification process of P3MB object.
This study uses qualitative research with descriptive approach, namely to describe the effectiveness of the law P3MB objects and obstacles in the certification process of P3MB object. Researchers conducted interviews to building occupants and the executive committee P3MB objects owned by the Dutch mastery towards the four elements, the legal effectiveness rule of law, the
executive officer, facilities and citizens. The obtained information then reduced so the data is formed to have focused analytic on the effectiveness of law from the P3MB object.
The results obtained in this study are the laws governing P3MB object ineffective, because in practice the purchased timing of P3MB object until the issuance of the certificate P3MB object is 145 days, whereas in fact the completion of the purchase process P3MB object take longer than 145 days. The main priority in the purchase process P3MB objects are civil servants, the civil servants who do not own a home, but based on the results of the study found no civil servants who make purchases P3MB objects but the self-employed.
Distribution data of P3MB objects contained in BPN Regional Office of East Java province needed renewal, because the data contained in the list is already completed most of the purchasing process. This study found an additional requirement that is not specified in Regulatory Chief of BPN RI No. 1 In 2010, the RTRW terms of the relevant agencies on the P3MB object.
Contribution of this research is aimed at the Field of Land Rights and Land Registration in the Regional Office of the National Land Agency of East Java Province, particularly Section Land Regulation The government that takes care of the purchasing process object P3MB in East Java province as a guideline for BPN Regional Office of East Java province to determine the effectiveness of the law P3MB object and knowing the constraints in the process of certification of the P3MB object. Hopefully this research can be used as recommendation purpose in BPN Regional Office of East Java Province in speeding up the process of
purchasing the object P3MB
