The evolution of an area is in line with the growth of population not in line with land which its wide is limited, so it generates a competition in land use. The competition in land use leads to switching of land function from agriculture land
into non agriculture land. The community lacks of knowledge and ignorance in knowing Regional Governments do regarding spatial planning and mechanism of agriculture land conversion specifically paddy fields into residential and other building based on law and regulation. The community only knows land ownership and its utilization to meet their needs, either for a place to stay or for farming. The objectives of this research are to learn the implementation of control over field conversion and to discover the Regional Government and related institutions policies in preventing field land conversion and to discover Regional Government and related institution policies in preventing field conversion.
This research was a research using descriptive method with qualitative approach. Interview data collection technic was using direct observation and documentation. Data analysis technics used were by overlay analysis technic, and qualitative descriptive technic. Result of analysis obtained was that form of field protection and controlling in Wonogiri District overall can be taken through permitting namely IPPT. IPPT in Wonogiri District was applied through Land Office of Wonogiri District. The issuance process of IPPT in Wonogiri District is preceded by technical consideration of land in term of IPPT issuance. Committee meeting of land use conversion was intended to provide consideration to Head of Land Office of Wonogiri District regarding IPPT issuance. Regional Government effort in preventing field conversion into residential and other building in Wonogiri District were: (a) through various law and regulation; (b) perform socialization regarding prevention over the change of the use of technical and half technical irrigation field; (c) improve performance of village officers in order to be able to provide a correct information for community regarding controlling of land conversion specifically wetlands.
In order the implementation of IPPT services can be conducted in accordance with service procedure. The IPPT application either in the future will be approved or not it is best to remain applied through counter, so the rejection of IPPT application that is not in accordance with RTRW can be carried out officially through letter. It is expected that Land Office can perform data inventory related to sustainable food agriculture land. The data was used as input for Regional Government and BKPRD to immediately drafted Regional Regulation regarding LP2B protection; it can also be used as input for Regional Government in spatial planning in the future.
