The minimum limit of two hectares agricultural land ownership can not be reaching has made unsuccesfully implementation of the prohobition of fragmentation. This prohibition has made people do physical fragmentation without being followed by the administration. In District of Klaten, the physical framentation of land is called gandul land. This phenomenon is solved by Land Reform Advisory Committee with fragmentation policy. This research purposed to determine the basic of considerations from fragmentation policy and to determine the contribution of fragmentation policy for people.
This research uses a qualitative research method with approach evaluation study. Qualitative research is used to describe the phenomenon that occurs. The evaluation study is used to evaluate the policies did. The results showed that the policy is the aspiration of the people about the prohibition of fragmentation. This policy is contrary to the prohibition of fragmentation however rational considerations and discreation used as a committe to solve the problems. This policy can actionable with the requirements that must be filled. Implementation of this policy is effective and appropriate of target but the abstraction of evidence that formed the basic is still not strong. The strong evidence become the requirement must be filled by people so that they can enjoy this fragmentation policy. This policy has been to give satisfaction to people about assurance of land ownership. The assurance of land ownership makes them more comfortable and secure in managing agricultural land.
This research gives an overview about prohibition of fragmentation of agricultural land. This overview are expected to be considered for Ministry of Agricultural and Spatial Planning / National Land Agency (ATR / BPN) to update the regulations about the prohibition of fragmentation. This research could also be a consideration for Klaten Land Office to immediately resolve the problems of gandul land as well as cooperation with the Department of Agriculture to optimize the results of farmland.
