Unfinished of landreform implementation in early years of its implementation was generating many issues; one of them was dispute between PT. SAMP and community of Wanakerta, Wanasari and Margamulya villages, in Sub District of West Telukjambe District of Karawang. Since beginning landreform object of ex particulier land Tegalwaroe Landen was not completely
given to the people in need. Then over time the stipulation of landreform object land location into industrial area generated issues regarding status of land tenancy and tenure on landreform object land between companies (legal entities) and
community when determining who is the true owner or assignee of landreform object land during implementation of land acquisition.
The objectives of this research are to discover who the major priority of landreform object receiver of ex particulier land Tegalwaroe Landen that becomes a dispute between PT. SAMP and community in Sub District of West Telukjambe District of Karawang, and how the effort conducted by Land Office to arrange land tenancy and tenure of ex particulier land Tegalwaroe Landen.
The receivers priority of landreform object land of ex particulier land Tegalwaroe Landen in Sub District of West Telukjambe specifically in land disputed between PT. SAMP and community at three villages namely Wanakerta, Wanasari, and Margamulya village are sharecroppers (or the heirs) that has been cultivating and exploiting the land for such a long time proven with proof of land tenure in form of Decree of Redistribution. For former sharecroppers who did not receive a Decree of Redistribution but held proof of land tenancy in form of Girik/Kikitir firstly published in 1972, and recorded on book C village also needs to receive awards since they have perform their obligation namely paying taxes to State.
Efforts conducted by Land Office of District of Karawang in arrangement of land tenancy and tenure of ex particulier land Tegalwaroe Landen in Sub District of West Telukjambe were by performing inventory on landreform redistribution objects by mapping landreform object lands and created classification regarding distribution of landreform object in District of Karawang
specifically Sub District of West Telukjambe with reference classification map regarding ex compagnie land (tanah kongsi) originated from ex particulier land.
