The eruption of Mount Sinabung had resulted in a substantial loss to the surrounding area such as loss of life, destruction of agricultural land and damage settlements. Suka Meriah village, Simacem village, Bekerah village, a village that suffered considerable damage because the village is located in a nearby radius disaster prone region III. To overcome this problem, the government relocated the residents to temporary refugee shelters. But because the condition of the eruption of Mount Sinabung is not stopped, then the government decided to relocate the residents to permanent housing a permanent location. It aims to ensure the survival of society for the better. The purpose of this research is to know how to determine the location of the relocation of displaced people, the process of certification of residential land remains, and how the study of land affected communities.
The method used is descriptive qualitative method. The primary data obtained through (1) Observation by direct observation to the relocation site. (2) direct interviews with the Regional Disaster Management Agency Karo, Forestry Department, Planning and Regional Development Karo, Karo District Land Office, Bekerah Village, Simacem village, Sukameriah village, and refugee communities at relocation sites. (3) The study of documents, maps, archives, and warkah.
The results showed that the government sets Agropolitan Highlands Bukit Barisan North-Karo Sub Brand Siosar the status of the land is state land that is within the APL (other uses) as the relocation site construction of permanent housing. The process of relocation of people affected by the eruption of Mount Sinabung from Bekerah village, Simacem village, Sukameriah village has been completed in accordance with the directives of Article 26, paragraph 2 of Law No. 24 of 2007 on Disaster Management and Article 52 paragraph 1 of Government Regulation No. 21 Year 2008 on Combating Disaster. Certification of residential land is still being done through Prona Fiscal Year 2015. Based on the discussions carried out by government Karo and related institutions, it is proposed that public land was changed function of land utilization.
