The absence of certainty regarding land occupation, ownership, use, and utilization at location as former natural disaster specifically landslide is one of central issues related to land in Indonesia no exception landslide in Sampang Village,
Karangkobar Sub District, Banjarnegara District. The efforts to overcome this issue are determining legal status of land rights that has become landslide object as well as determining legal relation between former landslide land and its subject also object in term of land occupation, ownership, use, and utilization. Research result suggested that land consolidation program was an appropriate effort to solve legal status issue as well as legal relation between subject and object in term of land occupation and use at location of former landslide in Sampang Village, Karangkobar Sub District,Banjarnegara District. This was due to generally land ownership marker no longer can be found and reconstructed its boundaries. In addition in term of land occupation
and use were not fully based on Regional Spatial Plan. So it needs settlement in form of restructuring concept on land occupation and use based on its land potential and ability Spatial Plan through land consolidation. Land consolidation program which is one of land policies regarding restructuring of land occupation and use in conformity with Regional Spatial plan is indispensable. Land consolidation activities can be made as a consideration material as well as input for Land Office of Banjarnegara District in an attempt to provide legal certainty over former landslide land. With the existence of legal certainty over former landslide land and legal relationship certainty of the subject and object in term of land occupation, ownership, use, and utilization can reduce land issues particularly landslide prone area.
