The effort to cope with imbalance of land tenure and ownership in Indonesia is held through land redistribution program. Land redistribution is a land distribution by government to farmers or sharecroppers who meet requirements justly and evenly by utilizing land that has been given productively in order to improve livelihood. In order the objectives of the government can be achieved, then the redistribution land is limited in its transfer namely in period of 10 years can not be transferred to other parties. Fact in fields suggests that there are 21 redistribution receivers transferring their land through sale and purchase in Mamuju District. The objectives of this research is to discover the cause of transfer of rights on redistribution land, learn the reason the Land Titles Registrar (PPAT) publishes the deed, as well as to learn basic consideration of Land Office registering the application of the rights on redistribution land. Research method used in this research is qualitative method with descriptive approach. Determination of population was conducted by using census technic to 21 responders and 7 informants. Data was collected via interviews and documentary study then reduced and sorted the relevant data to answer research question. Conclusion withdrawal was performed by using deductive method. Research result indicates that the cause of transfer of rights on redistribution land was due to several factors presented by the community, namely: First, economic needs, Second, age factor, Third, avoiding absentee land ownership, Fourth, acquisition of the land for inheritance, and Fifth, converting the business to non agriculture. In addition, the issuance of Transfer of Right Permit which is the basic of transfer for redistribution land. One of crucial condition in transfer of rights on redistribution land is sale and purchase deed made by PPAT. The reason PPAT published the sale and purchase deed was due to PPAT has received permit from Head of Land Office by performing coordination beforehand to Land Office. Basic consideration of Land Office registering application of the transfer was because it has been obtained permit from Head of Land Office and the completeness of documents has met requirements in transfer of rights on redistribution land. Redistribution program in Mamuju District can be claimed as not a �redistribution program? instead asset legalization program, so the land owner deserves to register the transfer of rights in Land Office without any time limit for the transfer. Result of this research is expected can provide contribution to Land Setting and Structuring Section of Land Office Mamuju District which should be paying more attention on the implementation of land redistribution both from the subject or object sides so the regulation related to redistribution or transfer of rights on redistribution land can be held according to predefined regulation.
