National Agrarian Reform Program (PPAN) is a policy carried out as an effort to embody the justice in land occupation, ownership, use and utilization thus the community�s welfare can be manifested. In 2010 the Implementation of Agrarian Reform Program has been conducted at Ciawitali Village BuahduaSubdistrictSumedang District through Land Redistribution Activities. Local Farmer Organization incorporated in Farmer Group Association (Gapoktan) Tri Tunggal becomes the initiator of the realization of land redistribution activities. The attention from the government and farmers specifically local farmer organization, almost four year after the implementation of land redistribution activity needs a monitoring particularly
on the continuity of asset and access reform. Therefore, the researcher was interested to observe regarding how is the land redistribution implementation process at Ciawilati Village? And how is the continuity of assets and access reform?
This research used qualitative method with evaluation approach, namely a systematical means to discover the effectiveness of a program, other action or policy or object that observed if compared to the determined objective or standard. The selection of data sources or informants (actors) was by purposively and has a snowball in nature which means that it was only people who has power and authority at social situation or object were observed. Data collection technique used in this research was by Participatory Observation, Interview, Documentation, as well as Library Study.
The implementation of land redistribution at Ciawitali Village had run in conformity of implementation guidance provision, despite the activities after redistribution related to reform access has not maximum. The continuity of benefit receiver asset after land redistribution program can be seen from the change of land ownership and occupation which have been given. There
were several things occurred: a) ownership, land occupation and utilization was permanent; b) permanent ownership, occupation and utilization was changed; c) ownership was changed, occupation and utilization was permanent.
