Development of an integrated public service office is a government effort to improve organizational performance through the implementation of the mandate in Pasal 15 huruf d Undang-Undang Nomor 25 Tahun 2009 tentang Pelayanan Publik. The government of Tomohon City has plan to relocate activity execution units of public services. Development of public service center Tomohon City Government is on along Nimawanua street which began in 2010 can become a motor for development in the surrounding areas. The development can affect to physical (land use) and economic (land value). This condition makes the researcher was interested in taking research on land use and land value change in the surrounding area of public service office development. The aim of the research is to find out the impact of the development of public service offices of Tomohon City Government to land use and land value in the surrounding areas. In this research, the method used by the researcher was the combination method with quantitative and qualitative approaches. The selection of informants in this research was purposive sampling which was continued by purposive sampling to find out the change in land use and stratified sampling to find out the change in land value. The data analysis performed here was spatial analysis technique by using map and descriptive quantitative analysis technique by using tables, graphs, and diagrams. Based on the research results and analysis can be concluded that: first, within the period of five years, the development of public service offices on the suburban area of Tomohon has become a motor of the new city growth and has impact on the physical change in the surrounding areas i.e. land use change from agriculture to non-agriculture within a radius of 1 km to the north, 0,5 km to the east, south, and west of the nearest public service offices; second, the development of public service offices on the urban fringe of Tomohon impact on the increase of land value in the surrounding areas by 0,26 up to 13 fold. Another factor affecting the land value are the availability of access roads, proximity to educational facilities, industry, and economic center.
