In line with the development and change in management arrangement at state financial, it is required a pace and accuracy of
delivery of data and information as well as easiness in depositing PNBP. This is due to the nature of PNBP is must be immediately deposited to state treasury. To answer those challenges the Ministry of Finance applies State Revenue ModuleGeneration 2 (MPN G-2) as improvement of MPN by publishing technical guidance of MPN G-2 issued by Sub Directorate
of State Revenue, Directorate General of Budget. This MPN G-2 contains billing system of PNBP which is known with Online PNBP Information System (SIMPONI).
Method used in this research was qualitative method with formal evaluation approach which was intended to yield trusted and valid information regarding policy result based on policy program has been set formally by the policy maker with assumption that objective and goal have been set formally were an exact measure to see the success of a policy. Qualitative research with formal evaluation approach was expected could yield in-depth description regarding State Revenue Module of G-2 as a
program policy which became the benchmark in running SIMPONI at Tidore Island City Land Office as well as to discover constraints encountered in its implementation, based on data derived during the research took place.
Result of this research are the use of SIMPONI at Tidore Islands City Land Office has met all requirements started from account activation up to PNBP deposit, thus the implementation of SIMPONI at Tidore Islands City Land Office has in conformity with MPN G-2 procedure. Constraints encountered are unstable internet connection, limited PNBP deposit time, misinterpretation of NTPN, other constraints such as electricity network outage, lack of human resources and electronic equipment malfunction. Efforts to solve the constraints were for unstable internet network, it will be sought for additional of internet network power, for the deposit conducted until 12.00, that it can be deposited in the next day, as long as it does not exceed the expiry limit namely three days since the billing code was issued, for NTPN misinterpretation, if there is a number which is hard to be distinguished or read then can be directly asked to teller and rewrite the NTPN number.
