Many land issues occurred specifically in maintenance of land registration data can be viewed in two contradictory perspectives. Community is assumed that issues that occurred are caused by the failure of land apparatuses administration
and performance. While according to land apparatus�s view, the issue is caused by the existence of falsification of information conducted by community as the parties within the deed, village apparatuses and regulation violation conducted by
the Land Titles Registrar (PPAT) itself. This research was conducted to discover the established synergy between National Land Agency and Land Deeds Registrar in the activity of land registration data maintenance.
This research used qualitative method and phenomenology approach reveals and explains phenomenon experienced by the PPAT and land office apparatuses as the research subjects in building synergy by using interview, observation and literature study techniques for later the collected information was analyzed qualitatively.
Research result suggests that, synergy between PPAT and Land Office has been established by the fulfillment of role and cooperation elements individually and collectively, creativity and innovation of the actors, as well as the emergence
of major notions and solutions in overcoming existing issues. However, the research indicates that, there are still constraints for the actors to manifest the above synergy such as the existence of non official charges in the activity of land
registration maintenance, regulation misinterpretation, falsification of information within the deed by the parties, profession ethic violation by the PPAT, lack of land office�s human resources quality and quantity, lack of supporting facility of
activity of land registration maintenance and lack of technical guidance for the PPATS (Temporary Land Deeds Registrar) in Pangkalpinang City. Therefore, the bureaucracy improvement, performance supervision, as well as stewardship of PPAT and PPATS need to be performed.
