that becomes land problems in Indonesia no exception in Tebo District, Jambi Province. The efforts to overcome the inequality are implementation of landreform program which one of the activities is IP4T. IP4T is a program which aims to meet the P4T data needs for the analysis and decision making as well as policy in land field to overcome the P4T inequality. Based on MPR Statute Number IX/MPR/2001, result of IP4T activities can be come a consideration material for next certification program. However, the implementation of this program encounters several constraints and obstacles including: error of the implementer in understanding the program; the utilization of program output that has not optimum and low of officers of the program implementer�s consistency. Through qualitative research method with descriptive approach, the researcher screened information and collected data by using interview, observation and documentary study. Data obtained was then analyzed qualitatively for later performed classification, categorization, and signification thus it can be useful information and could answer the research questions. Result of the research indicated that IP4T program is take part in accelerating land certification advanced program, which effectively proven can add number of registered land in the village where the program was carried out. However, several plots or lands can not be registered due to included in forestry area. The effectiveness of IP4T program was also influenced by one of implementers� understanding who assumed that the IP4T program should be continued with certification program. Through this research the writer derives more understanding that measurement result of IP4T program is not feasible to be used at certification program from the technical and juridical aspects thus required a product evaluation and validation as well as regulation arrangement in order the
output of IP4T measurement can be accepted to ensure legal certainty of the certificate�s subjects and objects.
