Efforts to guarantee legal certainty of land rights can be realized by the implementation of land registration as stated in Article 19 UUPA. To the right holders land right certificate is published. Every land transfer or charge on land also must be registered at land office. However although land registration has been executed there are still land dispute occur over land rights thus blocking on land certificate is conducted on request of the interested parties to Head of Land Office. Implementation of blocking process is regulated in Head of National Land Agency Regulation Number 1 Year 2010 regarding Land Service and Arrangement Standard namely through land office service counter. In reality the implementation at Pekanbaru Land Office it can be conducted by two ways, namely via service counter and Administration Sub Division. The objectives of
this research are to discover the implementation of land certificate blocking process at Pekanbaru Land Office as well as constraints encountered in the implementation of land certificate blocking and efforts in solving them.
Research method used by the researcher was qualitative research which aims to describe the implementation of land certificate blocking at Pekanbaru Land Office. Data collection techniques were by interviews and documentary study. Data sources used in this research were primary data of interview result with the sources and secondary data derived from documentary study. Data
analysis used here was descriptive analysis with qualitative approach. This research result indicates that the implementation of land certificate blocking at Pekanbaru Land Office can be conducted through service counter and Administration Sub Division. This is carried out as a prudence principle of Pekanbaru Land Office in receiving certificate blocking application. Constraints encountered in the implementation of blocking are there are many incoming blocking applications received, the KKPWeb application can not accommodate blocking which expired (30 days), as well as lack of coordination among Sections at the Pekanbaru Land Office. As for the efforts to overcome it are by conducting additional of Human Resources, provides input to Data and Information Center of BPN RI, as well as improves communication and coordination among Sections and Sub Sections at Pekanbaru Land Office.
