Agrarian and Spatial/National Land Agency (BPN) is a governmental institution who obligates to take part in the implementation of public service in land issues. In line with the development of information technology BPN continues to develop several service innovations to improve its service quality. One of them is Web-Based Land Office Computerization Application (KKPWeb). In its journey, the KKPWeb application has suffered many developments, including the availability of Early Warning System facility that serves to control land service settlement period in accordance to land service and arrangement standard. All Land Office have carried out KKPWeb application. As for the research�s objectives are to discover: 1). Differences of land service punctuality between after and before the implementation of Early Warning System of KKPWeb application at Rokan Hilir
Land Office. 2). Implementation of Early Warning System function of KKPWeb application in Rokan Hilir Land Office.
Research method used in this research was combination method between quantitative and qualitative approach. Sampling technique was conducted by random (simple random sampling). Data analysis technique was by quantitative comparative analysis and descriptive qualitative analysis. Comparative quantitative analysis was conducted by using t test to learn the differences of
service punctuality between before and after the implementation of Early Warning System of KKPWeb application at Rokan Hilir Land Office. Descriptive qualitative analysis was conducted to discover the implementation of Early Warning System function of KKPWeb application at Rokan Hilir Land Office.
Research result indicated that: 1). There are a significant differences of service punctuality between before and after the implementation of Early Warning System of KKPWeb Application at Rokan Hilir Land Office. This is indicated by value of tcalculate = 6,7333 with the degrees of freedom (df) = 89 greater than tTable. = 1,98698. 2). Early Warning System function at Rokan Hilir Land Office has not run optimally due to electrical state, internet connection, server condition,
documentary error, applicants state, Land Deed Registrar�s documents condition and human resources condition as well as inadequate budget.
