The development of infrastructure and availability of adequate transportation facility among regions absolutely need to be carried out to support the equitable development process and national economic growth particularly in border area and Eastern Indonesia area such as at Mimika District Province of Papua. Air transportation is major support of development in Papua which almost 80% of its geographic area is mountainous. This urges the government to provide land for the development of public interest through land procurement activity. One of land procurement activities were procurement of land for new terminal construction in MozesKilanginAirportMimika District. The construction of this new terminal was aimed to provide an optimum and representative flight service at commercial airline. Land procurement activities have been carried out since 2008, but along with time there were many objection actions from community after the land procurement activities. This research�s objectives were to: 1)Analyze consistency of land procurement process for the development of new terminal at MozesKilanginAirport District of Mimika Province of Papua from juridical perspective of Presidential Regulation Number 65 Year 2006 regarding a change of Presidential Regulation Number 36 Year 2005 of Land Procurement for the implementation of development for public interest. 2) Discover the objections and the causes of community�s objections as the former land owner after the land procurement for the development of new terminal at MozesKilangin Airport. 3) Discover what efforts have the Regional Government of Mimika District done in solving the community�s objections. This research used qualitative method with critical approach. Data source was derived from primary data in form of interviews, observation, and documentary studyresults, as well as secondary data which was obtained from documents in the implementation of land procurement activities, regulation which regulates and existing literature. Result of this result explained that: 1) There was inconsistency in the implementation of land procurement for the development of new terminal at MozesKilangin Airport against the regulation, in which of 39 items of implementation stages, 23 items of activity stages were not according to the regulation, and 16 items of activity stages were according to regulation. 2) There were 2 (two) types of land procurement activity stages which were the cause of community�s objections as the former land owner namely, Publication activity and Discussion result that closely related to transparency of land compensation implementation and determination. 3) Government of Mimika District�s efforts in solving community�s negative reaction were by persuasive approach, as well as submitting Regional Government Budget-Change of Mimika District in order to meet the community�s demands.
