One of the obstacles faced by the fishermen in improving their income is limited access to venture capital. Which one of them caused by the absence of collateral that can be used in obtaining credit. Therefore, to mitigate it, Kementerian Kelautan dan Perikanan (KKP) or the Ministry of Maritime Affairs and Fisheries in collaboration with Badan Pertanahan Nasional Republik Indonesia (BPN RI) or the National Land Authority of Indonesia carry out cooperation in terms of legalization of fishermen land assets as outlined in the Joint Agreement No. 04 / MEN-KP / KB / XI / 2007 and No. 7-SKB-BPNRI-2007, About Empowerment Fishermen and Small Scale Fisheries Business For Improved Capital Access by Land Rights Certification. The purpose of this study were (1) to determine how the use of capital loan by small fishermen and considerations that influence the attitudes of small fishermen in utilizing the capital loan after the legalization of assets in the District Kalukku; and (2) the increase of the income of small fishermen by the loan utilization of the capital raised.
This research was conducted in the District Kalukku, Mamuju in West Sulawesi Province. It�s using a survey method with quantitative and qualitative approaches. Data that collected in the form of primary data through interviews and observations. Secondary data collected through documentation study. Data analysis techniques that used in this study is to describe the proportion of small fishermen capital utilization after the legalization of assets acquired for consumption, production and savings as well as the considerations that influence the attitudes of small fishermen in utilizing the capital loan and then compare the income earned before getting venture capital to revenue acquired after obtaining venture capital is presented in the form of tables and diagrams to be described.
Results from this study are (1) there are 3 ways of utilization of loan capital, namely the use of capital that is productive, consumptive utilization of capital, and capital utilization are saved or stored. As for the considerations that affect the utilization of capital, among other family conditions, educational attainment and the knowledge of the fishermen, small fishermen patterns of life, natural conditions, the conditions of fishing gear as well as the patron-client relationship and the relationship with the owner of the boat; and (2) Utilization of Land Rights Certificate by small fishermen in the District Kalukku mostly been used for capital sought. Capital loan is utilized for productive enterprises that showed an increase in revenue.
