Acceleration of national development is a priority for the current government. One of item in the acceleration of national development is highway road construction which named as TOL JORR II, it starts from Cengkareng, and continues to Batuceper and than Kunciran in Tangerang City. This Contruction has been done through the process of land acquisition carried out after the
issuance of Location Determination Decree from the Mayor of Tangerang which Number is 620 / Kep.144-Bappeda / 2008. In this land acquisition activities for the roads TOL JORR II construction, there were two (2) times extension of the designation which were in years of 2011 and 2013, this happened because of the constraints and problems that occurred at the stage of land acquisition. This study was conducted to determine the obstacles and problems that exist in the land acquisition for the construction of roads TOL JORR II, and to seek the efforts and steps which taken by the parties concerned.
The research, using qualitative methods to uncover and explain the constraints and problems that occur at this stage of land acquisition for the construction of TOL JORR II roads which is linking Cengkareng, Batuceper and Kunciran in Tangerang City. It is also used to determine the efforts and steps taken by the Land Procurement Committee and Land Acquisition Team to face
the obstacles and problems that occured using interview technique, observation and literature study and then analize qualitatively the informations which are obtained.
The results showed that, constraints and problems occurred in land acquisition for the construction of TOL JORR II roads which is linking Cengkareng, Batuceper and Kunciran generally have a similar pattern to the constraints that are found in other land acquisition activities. The obstacles and problems that occur are high demand for compensation, certainty on the compensation of the remaining land, vast differences in the results of size, etc. One thing that made the land acquisition for the construction of TOL JORR II roads which is linking Cengkareng, Batuceper and Kunciran was being different is there is an implementation changes in the application of regulations that are used at the beginning of 2015. The efforts and steps recently which was taken by the Land Procurement Committee and Team Land Acquisition to deal the public are doing coordination, forming a special team, socializing, and re-evaluating the problems that happen to later find appropriate solutions to solve them.
