The lack of farmers� income is due to farmers� limitation in earning funding to develop their business, hence it makes the farmers helpless. Therefore it is required a farmers empowerment program. It is a government effort to empower the farmers, including by farmers� ability improvement to access capital sources. One of them is the cooperation of National Land Agency of Republic of Indonesia (BPN RI) with Ministry of Agriculture, with the product is land right certificate. The objectives of this research were to learn the differences of farmers� income before and after collateralizing their land certificates and factors
influencing the differences of farmers� income before and after collateralizing their land certificates.
Research method used here was survey method with quantitative approach. Sampling technique used was simple random sampling in which every population has the same opportunity to be selected as research sample. Data collection technique was using questionnaires. Data analysis technique was using comparative study (t test) to compare farmers� income before utilizing land right certificate and farmers� income after utilizing land right certificate as well as analysis of Chi Square statistic and coefficient contingency C test to discover factors influencing the differences of farmers� income.
Based on research result, it was discovered that there were improvement on farmers� income after collateralizing their land certificates. Factors influencing the farmers� income after collateralizing the land certificate was type of business
run by the farmers. Therefore it was discovered that land certificates is able to empower the farmers.
