This research aims to determine how the implementation of the Regulation of the National Land Agency of Republic of Indonesia Number 8 Year 2012 in Deli Serdang Regency and determine the effect of the implementation of the Regulation of the National Land Agency Republic of Indonesia Number 8 Year 2012 on the performance of PPAT in Deli Serdang Regency. This research focuses on field studies to obtain primary data. To supplement the primary data needs to be supported by the literature research.. The data used in this studyis primary data collected directly from the respondents and informants using a data collection tool such as interview guides were then developed and secondary data is data obtained from library materials through the study of documents. Data obtained from theresults of research both field research and library research then analyzed qualitatively and written with descriptive methods.
Deli Serdang District Land Office has been the dissemination of the Regulation of the National Land Agency of Republic of Indonesia Number 8 Year 2012, to the perception of the mechanisms of implementation. PPAT deed of making a difference before and after the enactment of the National Land Agency No. 8 in 2012, lies on the printing mechanism deed, the provisions of the deed of material specifications, as well as the provisions of the contents of the deed. Prior to the enactment of the regulation in a form that has been printed, with provisions to fill the blank deed with the information needed, whereas after the entry into force of the regulation printing and filling the deed is done independently by PPAT.
Regulation of the National Land Agency of Republic of Indonesia Number 8 Year 2012, has overcome all the problems of scarcity blank PPAT deed. Blank examination by the Land Office is also getting easier because it is easily read by the clerk who checked the deed through PPAT Online Application. Implementation of these regulations in Deli Serdang positive response both by the Deli Serdang District Land Office and the Association of Regional Land Deed Officer Deli Serdang. However, there are no security measures such as creating a unique code, such as bare code, watermark, security thread, or invisible ink. Still there are errors in the implementation of the regulation. Besides the publication of the Circular Letter of the Minister of Agrarian and Spatial / BPN No. 543 / 5:31 / II / 2015 on the Use Previous Blank Deed, there is a difference of understanding between PPAT and Land Office.
