Number of population that keeps on growing and the increasing of construction activities demand the needs for lands which are also increasing. Likewise the development of outskirt area is urged by land needs of townspeople. Therefore, it requires a controlling effort for activities of agricultural land function transfer through land use change permit instrument. In the issuance of land use change permit, it requires recommendation of land technical consideration. The objectives of this research are to discover mechanism and effectiveness of land technical consideration in the issuance of land use change permit to controlling transfer of agriculture land function into non agriculture.
Research method used was mixed method with exploratory sequential strategy. Data collection technique was conducted through interviews, documentary study and observation. Analysis technique used was qualitative and quantitative data analysis technique. Parameter in calculating the effectiveness of land technical consideration was quality of land technical consideration, efficiency of land technical consideration, community understanding regarding land technical consideration and satisfaction of application service of land technical consideration.
Based on research result and analysis, then it was discovered that 1) mechanism of land technical consideration in land use change permit at Kantor Pertanahan Magelang has not fully in conformity with Peraturan Kepala Badan Pertanahan Nasional Republik Indonesia Nomor 2 Tahun 2011 tentang Pedoman Pertimbangan Teknis Pertanahan dalam Penerbitan Izin Lokasi, Penetapan Lokasi
dan Izin Perubahan Penggunaan Tanah, since the work concept map making stages was not performed 2) Land technical consideration in the issuance of land use change permit that has been published by Kantor Pertanahan Kabupaten Magelang was quite effective as instrument on the controlling of agriculture land function transfer into non agriculture.
